What is EMSTAR?


STREMS Inc. d.b.a. EMSTAR is a not-for-profit 501c3 organization overseen by a Board of Directors.   EMSTAR strives to support programs and training that improve the quality of life for those living in our community. We are a resource to fire departments and ambulance service providers regarding EMS systems.  Our staff is experienced and knowledgeable as to the EMS system components. We work in the development and delivery of educational programs to the region.

EMSTAR staff is engaged and active members of the community. We work with several organizations to extend the reach of critical information to medical professionals, law enforcement, emergency workers and educators by providing:

  • American Heart Association training in CPR, AED, First Aid, ACLS and PALS courses.
  • Work closely to meet the educational/training needs of community hospitals.
  • NYS BEMS Specialty courses such as CIC Certified Instructor Coordinator, CLI Certified Lab Instructor and updates.
  • Narcan Administration Program for EMS Providers and Law Enforcement Officers to provide faster appropriate care to Opioid Overdose patients in our Region.
  • State of the art training facility including a large classroom a distance learning room, an entire level of clinical training rooms to house many New York State certified first responder, EMT, A-EMT and paramedic training courses.

Program Agency
EMSTAR is the designated NYS DOH Program Agency in the region.  Funding allows for the assistance in development of regional EMS systems and educational opportunities to meet the needs of Emergency Responders within the greater Southern Tier Region of New York State. The primary service area includes, Chemung, Schuyler and Steuben Counties.

Providing support to our local communities through:

  • Management of NYS Pre-hospital Care Report paper/e-PCR system; receive submissions from EMS agencies within the region, distribute PCRs, short forms and continuation forms, review PCRs for basic data, report and submit to DOH keypunch contractor.
  • Maintain the regional website as a resource to EMS providers; listing EMS training available, DOH policy and procedure, forms, CME training options and educational opportunities and collaborative protocols.
  • Provides financial and other support services to the STREMS Council (Southern Tier Regional EMS Council) described in Section 3003-a of Article 30.
  • Resource Center for EMS providers, instructors, and the Regional EMS Council (STREMSC).
  • AED updates are provided on an ongoing basis as needed for EMS Agencies throughout the region.
  • Distribute newsletters/flyers with valuable training and regulatory information. 
  • Maintains agency files including contact information, agency officers, personnel rosters and level of approved certification.
  • Maintains Public Access Defibrillation information for businesses/organizations.
