STREMS Council
The Southern Tier Regional EMS Council was established in 1975, under Article 30 of the New York State Public Health Law. The Council is responsible for planning, implementing and monitoring regional EMS system development in the Southern Tier of New York. Our mission is to "continually strive to ensure that every person in the counties of Chemung, Schuyler and Steuben will have access to the highest quality out-of-hospital emergency care, specific to that particular emergency situation, delivered in accordance with the expected level of treatment, and receive it in a timely fashion." The Council seats 30 members: 12 from Chemung, 6 from Schuyler, and 12 from Steuben, according to the Council's bylaws. These members represent ambulances, hospitals, fire departments, public health, emergency management.

The QI Committee’s responsibilities include reviewing data and recommending, where necessary, changes in policies and procedures; inform the Council of significant issues relating to the quality of our hospital emergency care; provide continuing education on quality improvement and review occurrences referred by Area QI Committees.

The purpose of the STREMAC is to coordinate Medical Direction to prehospital care services in the Southern Tier, including initiation, review and update of prehospital protocols, and evaluation of new concepts of care or application in the region.

Systems Committee

Systems Committee handles items sent down from the Council, to qualify, design, or pass judgment on. Items routinely processed through the Systems Committee are CONs (Certificate of Need). Other areas of concern are review of the CON process; Communications Network; ALS System policy implementation (appropriate utilization of systems); and EMD (Emergency Medical Dispatch) training in all our counties.
